Community Service report to the District Governor 2005/2006

Community Service Committee – Report to the District Governor
July – Dec 2005.

The following projects have been pursued by the Community Service Committee and are in various stages of implementation. A brief description of each project is given.


1. Ulla – Rebuilding Of Fishing Village In The Ampara District.A joint project of the Rotary Club of Colombo, District 1110 UK, District 9450 and RAWCS Western Australia. The primary objective to rebuild the fishing village with 100 houses, a community center, medical center etc. The original land allocated by the UDA at Sarvadoyapuram and a MOU was signed, however the land was never given. After much delays, extensive negotiations and frustrations with the UDA over the past several months we finally obtained a suitable land only last month. We now have physical possession of the land in Sengamam (Ulla) in extent of three acres. The adjoining plot of just under one acre is also in the process of being acquired. Richard Peiris' have quoted Rs.700,000/- per house. However, this is without water, electricity or sewage facilities. Including these facilities will escalate the cost per house to approximately Rs. 1 million. A quote from Nawaloka is also being looked into. We have also considered using a program initiated by the Sri Lanka Institute of Architects called the "Architects Fund to Shelter Tsunami Victims". In the meantime, the land has been cleared and construction could commence in mid December. Our partners in the project - Rotarians from Australia and the United Kingdom have been kept informed of the progress and have expressed satisfaction at what has been achieved so far. Value of the project estimated will be about Rs 50 million. Our club is also considering the building of a further 50 houses in Galle.


2. Rebuildimg Of Tsunami Damaged School At MullaitivuSchool for 80 students has been upgraded to 200 students. Building construction is under progress, slab has been put. Difficult location in Mullaitivu which is a LTTE controlled area. Club had planned a club trip there but had to postpone due to inclement weather and also logistics at the Omanthai checkpoint. We plan to make the trip at a later date.

3. Hospital Equipment To Tsunami Damaged Teaching Hospital At Mahamodera, Galle.Our club together with the Rotary Club of Miami Dadeland has undertaken a Matching grant project for the provision of Laparascopic equipment to the Department of Obstetrics and Gyneacology at the Mahamodera, Galle teaching hospital which was damaged by the Tsunami. A request was made by Prof Malik Goonewardena and the value of equipment is estimated at about Rs 5.6 million. The Matching grant application has been prepared and submitted to Miami and awaiting final submission to RI.


4. Fishing Boats To Rehabilitate Devastated Fishing Community.Our club has undertaken to supply 16 fishing boats, each boat consisting of 19ft fibreglass hull complete with a 15HP outboard motor, and bundle of fishing gear to villages in the Kalmunnai area. The villages where these boats are to be distributed are Maligaikadu and Karaitivu. The AD Fisheries Kalmunai has provided a certified list of fisherman in the area who had lost their boats to the Tsunami. The Rotary Club of Kalmunai is assisting in interviewing and final selection of the recipients. Each boat package is valued at Rs 350,000 and total project value is Rs 5.6 million. The project is funded by Rotary Clubs of Isle of Wight, UK and District 1110, along with Rotary Club of Aldenbury. Boats have been ordered from Dhanusha Marine and we hope to have a handing over ceremony on before 26th December. Some photos of Rotarians visiting Dhanusha to coordinate the ordering etc are shown below. An additional 5 boats have also been ordered by us for the District which are destined for Hambantota.
5. Providing Push Bicycles To CaregiversThirty push bicycles valued at Rs 200,000 are to be distributed to deserving caregivers in the Tsunami affected Eastern and Southern coastal regions. Recipient selection is being finalized by Rotary Club of Kalmunnai and hope to hand over in East together with boats on 17th Dec and few days later in South (probably on 26th Dec).

6. Eye Sight And Avoidable Blindness.
Rotary Club Of Colombo Helps Restore Optical Services In Kalmunai.

The Rotary Club of Colombo in association with the Rotary Clubs of Isle of Wight, Rotary District 1110 UK, and Rebuild Sri Lanka, recently donated a Split Lamp to Mr. S. Mayalagu (Optician) of Kalmunai. This eye testing equipment valued at Rs 400,000 was donated as part of the Club’s Tsunami relief efforts aimed at helping citizens affected by the Tsunami to regain their livelihood and contribute fully towards society. 7. Construction Of A Fish Auction HouseFish auction houses are an essential need for fisherman along the coast where they bring their daily catch and offer it for sale to mudalalis by auction. Several were damaged by the tsunami. Our club in association with the Rotary Clubs of the Isle of Wight and District 1110 and Rebuild Sri Lanka Trust has undertaken to rebuild a destroyed fish auction house in Jaffna. Value of the project is approx Rs 978,000. Picture shows the destroyed auction house.

8. Ice Room ProjectFisherman need to store their catch to keep it fresh and also to fetch reasonable prices when there is a glut. Ice rooms has been a long felt need of the fishing community and we are exploring the feasibility of constructing a Ice room facility possibly along with the fish auction house project.

9. Wheel Chairs DistributionThis was an excellent project undertaken last year and our club has decided to continue it this year too. Two lots of 280 wheelchairs each are due fro the wheelchair foundation in the USA and will be distributed amongst carefully selected needy individuals. The first lot is due to arrive by January and the second lot will follow a few weeks later. We hope to coordinate closely with other Rotary Clubs, Rotaract Clubs and Interact Clubs of our district to identify the recipients and distribute the chairs.


10. Water Management/SanitationWe have allocated a budget of Rs 160000/- towards the following:-Provide Basic Hygienic Toilets: - The Rotary Club of Wattala together with Inner Wheel Club of Wattala are carrying out a variety of Community Development projects in a village called Avarakotuwa, which is situated in Muthurajawela marshland in Hendala, Wattala. The settlers lack basic facilities in sanitation, housing, recreational etc. This settlement consists of around 800 families with a mix of Buddhists, Catholics, Hindus and Muslims. The focal point for all welfare activities is the Buddhist Temple, with an incumbent Buddhist Chief Priest, who is a University Graduate. A Catholic Priest caters to the Catholics from the adjoining Catholic Church. Likewise, the needs of Hindus and Muslims are met. This community lacks several basic facilities in particular, Sanitation. Almost every family requires improved toilet facilities. The photographs attached show the typical condition of toilet facilities available for the inhabitants. We aim to raise the quality of life and reduce the risk of disease for the inhabitants. To date, with the help of the Rotary Club of Colombo and other private donors, we have provided sanitary facilities (Toilets) for 24 households. The Community leaders have identified well over 100 more families where sanitation is extremely poor. This MG project would provide 95 units in addition to the 24 units already completed.Additionally a water project estimated value Rs.135000/- benefiting 2000 Children at Melsiripura is being explored and we hope to implement this also within this year.

11. National Cancer Early Detection CenterStudies suggest that more than 30 % of cancer related deaths can be prevented by early detection (screening) and education. In Sri Lanka, this would mean that we could save up to 4,000 lives per year.The Rotary Club of Colombo has embarked on a major project to provide a substantial and much needed gift to the community. The objective is to help save lives through the EARLY DETECTION of cancer, by constructing the National Cancer Prevention & Early Detection Centre. This Centre would be constructed on land provided by the Government. Upon completion the facility would be equipped, maintained and managed jointly by the Cancer Control Programme (CCP) of the Cancer Institute, Maharagama and the Rotary Club of Colombo. This is a large scale and ambitious long term project of our club. Land has been allocated by the Ministry of Health and site clearance has commenced. Fund raising continues and the club needs about Rs 20 million to complete the first phase of construction. BOQ’s are being prepared to commence construction shortly. A temporary Cancer detection center is already functioning and over 330 cases of cancer related detections were made during the period 14.05.2004 – 31.08.2005


12. SurolLeprosy is on the increase again and the Government is doing very little about it. Rtn.Tony Alles together with Rev.Father Glen is involved in providing seed capital for Leprosy patients to start up small Business. Our club has allocated a sum of Rs 50,000 toward continuation of this very worthy project.


13. English Language Teacher Training ProgrammeThis programme done last year was a great success. We are Discussing with Nirmali Hettiarachi who conducted last years programme and discussing available options with a view towards implementing sometime early next year.
14. Construction Of A Pre SchoolRotarians of Zagreb, Croatia who belong to ITFR - Int'l Tennis Fellowship of Rotarians will fund the project valued at Rs.1.2million out of which 1million already sent and balance Rs.200,000/- will credit soon. Director Nalin has seen a land in Galle and is following up and will formulate a plan soon.

15. Tree Planting CampaignMembers of our club are acutely aware of the need to preserve our environment and sustainable forestry. We have allocated a sum of Rs 50,000 toward tree planting and we are discussing with the Forest Department on a suitable implementation programme. We hope to involve Interactors in the project.


16. Medical ProjectA group of Rotarian doctors from the Rotary Club of Solapur District 3130 India wish to do a project for100 Cataract Surgeries100 Artificial Limbs100 Hearing Aids Rtn Dr Rienzie Peiris is looking into the feasibility of implementing this project possibly at Dickoya.
